Mike Zukerman was appointed president and CEO of CSAA Insurance Group in May 2024, following his tenure as interim CEO since August 2023. He leads an innovative, customer-driven organization focused on serving AAA members during life’s uncertainties.
Prior to his appointment as CEO, Mr. Zukerman served as the company’s executive vice president and chief legal officer for 12 years. In addition, he actively contributes to industry and business leadership, serving on the boards of the American Property Casualty Insurance Association (APCIA), the California Chamber of Commerce, and the Bay Area Council (BAC). He also sits on the Executive Committee for BAC.
Prior to joining CSAA Insurance Group, he held senior executive roles at various insurance and technology companies, including GeoVera Holdings, Critical Path, Sega and Netopia.
A sought-after speaker, he has presented at various technology, intellectual property and software law seminars. He also served as a guest lecturer on law and entrepreneurship at UC Berkeley’s Haas School of Business.
Mr. Zukerman earned his law degree at the Washington College of Law at American University and his BA at the University of California at Berkeley.
Debbie Brackeen is the executive vice president and chief strategy & innovation officer for CSAA Insurance Group, which has offered automobile, homeowners and other personal lines of insurance to AAA members through AAA clubs for more than 100 years. CSAA Insurance Group has been rated “A” or better by AM Best for more than 90 years and is one of the top property and casualty personal lines insurers in the United States.
Ms. Brackeen leads the company's organization in strategy, innovation, business development and strategic partnerships. She has more than 25 years of experience in executive leadership at innovative high-tech companies, including Apple, Sun, HP, eBay, and two venture-backed startups. Prior to joining CSAA IG, she served as the global head of innovation at Citigroup.
Ms. Brackeen is currently serving as an independent board director of Faction, board observer to Kin Insurance and Companion Protect, advisory board member for The Institutes RiskStream Collaborative, and board director for the non-profits Legacy Youth Leadership and Thirst Project. She previously served as board director and chair of the Silicon Valley Forum, adviser to Astia and corporate board advisor for the National Venture Capital Association.
Ms. Brackeen holds a bachelor’s degree from Stanford University. She has completed executive education programs at the Northwestern Kellogg School of Management, INSEAD and Stanford Law School.
Katie Evans is the Executive Vice President and Chief Legal Officer for CSAA Insurance Group. In this role, she provides legal, regulatory and compliance oversight and guidance for the company and serves as legal advisor to the board of directors, the CEO and other senior executives. She also leads the sourcing and procurement functions.
Previously she served as Vice President, Regulatory & Government Affairs, working closely with the board of directors and executive leadership team on all regulatory matters and was accountable for the development and implementation of the government affairs strategy.
In addition, Ms. Evans serves on the board of the National Conference of Insurance Guaranty Funds, a non-profit organization that provides national assistance and support to the property and casualty guaranty funds located in the U.S. She has also served on CSAA’s pro bono committee supporting free legal programs offered to local communities.
Prior to joining CSAA Insurance Group, Ms. Evans was an insurance regulatory partner with Dentons, one of the largest law firms in the world. She co-authored “Dentons’ Guide to Insurance Market Regulation,” and was recognized as a "Rising Star" by Law360.
Evans graduated with honors from University of California, Santa Cruz and received her law degree from University of California, Hastings, where she was managing editor of the Hastings Law Review.
Linda Goldstein leads digital and direct marketing. She was previously Vice President of Marketing Channels and Partners, where she led integrated marketing plans to support insurance growth for AAA clubs, and prior to that was a senior marketing executive with Citigroup. She holds a bachelor’s degree from Boston University and an MBA from Fordham University, and is on the board of Best Buddies, which is dedicated to supporting individuals with intellectual and developmental disabilities.
Ms. Hecht leads the Finance division and is responsible for accounting, financial planning and analysis, audit, investments, tax functions, real estate, business continuity, security, and enterprise risk management. In her previous role as controller, she oversaw general ledger, financial reporting, tax and enterprise disbursements. Prior to joining the company in 2017, she was a managing director in the assurance practice of BKD, LLP focused solely on insurance companies in the property/casualty and life/health space, and spent 12 years at Ernst & Young providing accounting services to clients in the property/casualty insurance, financial services, retail and manufacturing industries. Ms. Hecht is a Certified Public Accountant with experience in US GAAP and statutory accounting, SEC filings and SOX 404. She is a board member of Trinity Center, and also serves as executive sponsor for both the company’s PRIDE Employee Resource Group and Wellness Champion Network. She is a member of the American Institute of CPAs and has an accounting degree from Ohio State University.
Jeff Huebner is Executive Vice President of Commercial Insurance for CSAA Insurance Group. He leads the company’s development of commercial insurance products and solutions, reinsurance and corporate insurance. In this role, he focuses on the diversification of CSAA’s portfolio by building new insurance products for the sharing economy and mobility sector.
Mr. Huebner has served in a variety of roles at CSAA Insurance Group for more than 22 years, working most recently as Chief Risk Officer. He brings 30 plus years of deep industry knowledge, with prior experience that includes large commercial casualty insurance brokerage, risk management for a real estate investment trust, personal lines insurance sales, and accident and health insurance claims.
He serves on the boards of AAA Life Insurance Company and the California FAIR Plan, and in an advisory role for the California Wildfire Innovation Fund. He holds a Bachelor of Arts from Dickinson College (Carlisle, Penn.) and Master of Business Administration in Finance from Notre Dame de Namur University (Belmont, Calif.).
Ms. Jones leads the company’s efforts in people programs including corporate culture; talent acquisition and management; leadership development; total rewards, employee communications and strategic events; enterprise change management; charitable programs; inclusion and belonging; external affairs; agent and agency communications; and sustainability. Under her leadership, the company has achieved a perfect score in the Human Rights Campaign’s corporate equality index for LGBTQ workplace equality, and she co-founded the company’s Women’s Professional Network, which was created to empower women to take risks, use their voice and make an impact in the workplace and in the community. She is also the executive sponsor of the Black Employees Association. Ms. Jones has been recognized with the Industry Leader Award from the Professional Business Women of California, and also sits on the board of the Food Bank of Contra Costa and Solano County. She received a bachelor’s degree in social sciences from California Polytechnic State University and her MBA from Brandman University.
Todd Pugh was named CSAA IG’s executive vice president and chief information officer in August 2023. In this role, he leads CSAA IG’s technology division with a focus on delivering industry-leading digital experiences for customers, agents and employees.
Todd joined CSAA IG in July 2019 as vice president, Commercial Lines IT Delivery, responsible for leading and building technology capabilities for Mobilitas, CSAA IG’s commercial insurance business. The Commercial Lines IT Delivery team is responsible for design, delivery and management of applications and technology supporting multiple commercial insurance products, distribution brokers and partners. He was named CSAA IG’s interim executive vice president and chief information officer in November 2022.
Todd has 25 years of experience in the insurance industry with companies including Liberty Mutual and Safeco. He has held leadership roles in underwriting, field operations, product management, technology and business transformation, including delivering enterprise systems focused on enhancing the customer experience. He has a bachelor’s degree in business administration and management from Eastern Washington University.
Mr. Valliere leads the claims, front line underwriting, service, and process and performance teams, as well as policyholder communications and parts of marketing campaign management, operations and production. He has a broad background of executive-level experience in claims, policyholder service, underwriting, training, technology transformations and merger/acquisitions. Prior to joining the company in 2004, he was senior assistant vice president with Amica Mutual Insurance Company within their claims executive department. He serves on the executive leadership committee for the Insurance Information Institute, advisory board for the Insurance Research Council and as an advisory board member for The Trust for Public Land. He has a bachelor’s degree, majoring in accounting, from University of Connecticut.
Mr. Vigus leads CSAA Insurance Group’s auto and home personal lines, and his team develops and manages insurance products that serve the needs of AAA Members. His scope also includes creative services, brand management, user experience, customer experience, customer research and insights, partner relationship marketing, campaign planning and analytics, and advanced data analytics. He began his career in actuarial and led the auto pricing team before transitioning to state product management. Mr. Vigus serves as chair of the board of directors and the Executive Committee for the Insurance Institute for Business and Home Safety (IBHS), serves on the Personal Lines Rating Committee for AIPSO, and is a Fellow of the Casualty Actuarial Society. He has a master’s degree in applied mathematics from Bowling Green State University (Ohio).
